A Mexico–US fulfillment plan needs two connected workflows: moving goods legally across the border and fulfilling orders after stock becomes available. A warehouse address alone does not establish the importer, determine tariff treatment or make goods ready for sale.
Map the physical route from supplier to receiving warehouse, across the border where applicable, and onward to the customer. Distinguish bulk replenishment from individual cross-border customer orders. Compare each model using the same demand forecast and service requirements.
List the party responsible for each handoff, the documents required before release, and the event that makes stock available in your inventory records. Border release, warehouse receiving and marketplace receiving are different milestones. Do not promise dispatch based only on an estimated arrival date.
The agreement’s official Chapter 4 rules of origin define when goods qualify as originating. Storing or redistributing a product in Mexico does not by itself establish qualifying origin. Have the relevant product rule and supporting production information reviewed before assuming preferential treatment.
This guide does not provide a tariff quotation or determine eligibility for a particular product. Obtain current entry requirements and cost treatment from the responsible customs professional for the goods, route and shipment date. Do not assume that a potential preference eliminates all taxes, fees or other requirements.
Build separate lines for goods, international transport, border-related charges, domestic transport, receiving, storage, order handling and returns. Record which party provides each estimate, its validity period and what is excluded. Do not combine a broker’s provisional estimate and a carrier quote into a guaranteed total.
After goods are available locally, use the shipping quote comparison method and Mexico 3PL selection guide to evaluate the domestic operation. Holding extra stock may reduce replenishment pressure, but it also ties up cash and warehouse capacity.
Create distinct statuses for goods awaiting documentation, in transit, under review, received and available. Do not add the same shipment to both in-transit and available quantities. Our inventory management guide explains the operational controls to connect those balances.
If a shipment is delayed, check the actual milestone and responsible party before changing the order promise. Buying faster last-mile delivery cannot resolve a documentation hold upstream.
A customer return may be inspected locally, consolidated for onward movement or returned across the border, depending on the agreed service and applicable requirements. Confirm the destination and disposition authority in advance. A refund decision and a warehouse restocking decision should not be treated as the same event.
Use the returns and reverse logistics guide to build inspection and status controls. Have any cross-border return movement reviewed separately rather than assuming that the original outbound paperwork is sufficient.
Share the product list, origin, current stock location, intended sales market, shipment frequency and customer destinations. Discuss the relevant warehousing and cross-border support scope with Skynera, and confirm the customs responsibilities with the appropriate professional before shipping.
Begin with a controlled customs SKU master. Where a code is uncertain, prepare the classification review evidence before assessing product-specific USMCA eligibility. These are separate decisions, not interchangeable fields.
Keep a tariff-code change log and assess the impact on open orders and landed cost when an applicable change is confirmed. Use document version controls so the shipment team works from the reviewed file.
During movement, track inventory milestones across the border, assign an owner through the shipment exception workflow and reconcile the final carrier handoff before treating an order as ready for delivery.
