A product does not qualify for USMCA treatment simply because it is stored in or shipped from Mexico. Before using a preference assumption in your fulfillment budget, establish which goods are being shipped, how they were produced and what evidence supports the applicable origin rule.

There is no universal 75% rule for all products

The official Chapter 4 and product-specific origin rules provide the basis for the assessment. Requirements differ by goods. Do not apply an automotive threshold or a general percentage of North American components to every ecommerce SKU.

Prepare the eligibility discussion

  1. Identify the precise product and obtain a reviewed classification.
  2. Collect production-location, material and supplier information requested by the specialist.
  3. Identify the applicable product rule and the evidence needed to assess it.
  4. Resolve missing supplier information before treating eligibility as established.
  5. Confirm the required certification and claim process with the responsible customs professional.
  6. Record the conclusion, evidence owner and triggers for a new review.

Keep the warehouse decision separate

Inventory location should also reflect customer demand, replenishment reliability, storage costs and returns handling. A tariff preference assumption should not replace that analysis. Prepare a scenario without the expected preference so the commercial decision remains visible if evidence is incomplete or circumstances change.

Does eligibility settle every shipment cost?

No single origin assessment is a complete landed-cost quotation. Ask for current treatment of the specific shipment, including any other applicable requirements and charges. This guide does not assign a tariff rate or certify a product’s origin.

Maintain evidence when products change

A supplier, material or production change should trigger a review of the supporting file. Do not keep using an old conclusion solely because the SKU or product name stayed the same. Retain the previous version and explain which shipments the new decision covers.

If product identity or classification is uncertain, start with the classification review packet. Confirm trade treatment before turning a tentative saving into a customer price or inventory commitment.

Plan the fulfillment handoff

Connect these controls to the Mexico–US cross-border fulfillment guide. Discuss your Mexico warehousing and dispatch requirements with Skynera and confirm the agreed responsibilities before implementation.
