When a cross-border shipment stops moving, “customs delay” is not a useful diagnosis on its own. The shipment may be awaiting documents, carrier capacity, an inspection, release confirmation or a receiving appointment. A clear exception workflow separates those causes and gives the next action to the right person.

Establish the last confirmed milestone

Match the order, shipment and transport references. Record the last confirmed event and its timestamp, the party reporting it and the physical location if known. Keep an estimated arrival time separate from confirmed release or receipt. If two systems disagree, preserve both records until the responsible party resolves the discrepancy.

Use an exception record, not a message chain

  1. Classify the issue: missing information, document discrepancy, customs review, transport or warehouse receiving.
  2. Assign one owner to coordinate the response and identify the person authorized to supply or correct each document.
  3. Record the precise request, the response deadline given by the requesting party and the next update time.
  4. Send a controlled document version; do not circulate several conflicting replacements.
  5. Keep stock unavailable until the required release and receiving checks are confirmed.
  6. Close the case only after the downstream team acknowledges the resolution.

Separate trade preference from operational release

Do not assume that a USMCA preference claim removes a hold. Origin eligibility and a shipment’s actual release are different questions. The agreement’s origin rules must be assessed for the goods; operational follow-up still belongs with the responsible broker and carrier.

Should you change the delivery promise immediately?

Communicate the verified uncertainty and the next update time. Avoid replacing one unsupported delivery estimate with another. Customer service needs the operational milestone, not an unconfirmed explanation of a legal issue.

Prevent the same exception next time

At closure, record the root cause and a specific control: a missing product field, an invoice reconciliation step or an outdated contact. Measure time waiting for information separately from time under review. Connect this process to the document version-control workflow.

Plan the fulfillment handoff

Connect these controls to the Mexico–US cross-border fulfillment guide. Discuss your Mexico warehousing and dispatch requirements with Skynera and confirm the agreed responsibilities before implementation.
